Health Policy Analysis: New York State Medicaid Expansion

One health policy in my state, New York (NY) that addresses population disparity or health risk is the Medicaid Expansion as part of the Affordable Care Act (ACA). This policy addresses health disparities and improves healthcare access, particularly among low-income populations by expanding Medicaid eligibility to individuals and families with incomes up to 138% of the federal poverty level (FPL) (New York City, 2025).

Purpose and Intended Impact

The Medicaid expansion policy seeks to increase healthcare coverage for vulnerable populations, including low-income adults over 65 years of age, racial and ethnic minorities, and individuals with chronic conditions, disabilities, and vision loss (New York City, 2025). The expansion provides comprehensive coverage, helping reduce uninsurance rates, improve access to preventive care, and decrease avoidable emergency room visits and hospitalizations (New York City, 2025). The intended impact is improved health outcomes, lower healthcare costs, and a reduction in health disparities across NY State.
